Anyone who ships goods across a Vietnamese border deals with the Cổng thông tin một cửa quốc gia, the National Single Window (NSW) at vnsw.gov.vn. Import licences, quarantine certificates, vessel and aircraft clearance and dozens of other permits are filed there once, and the portal passes them to the right ministry and on to customs. From 15 October 2026 the rules for that portal change. Nghị định 336/2026/NĐ-CP covers who can log in and how, how accounts are locked and revoked, what an electronic document needs before it counts, and how passenger and cargo data moves between agencies. It is an e-government and data-governance decree as much as a trade one. This month’s round-ups of new policies from VietnamPlus and other outlets have put it near the top.
The document
- Number: Nghị định 336/2026/NĐ-CP
- Issued by: the Government (Chính phủ), signed by Deputy Prime Minister Nguyễn Văn Thắng
- Signed: 22 August 2026
- Effective: 15 October 2026
- Structure: 6 chapters, 50 articles, 4 appendices (registration fields for traders and for officials, a common declaration dataset, and a common processing-result dataset)
- Replaces: Nghị định 85/2019/NĐ-CP of 14 November 2019, the previous single-window decree
- Also repeals: Nghị định 27/2011/NĐ-CP on advance passenger information for air arrivals, as amended by Nghị định 75/2013/NĐ-CP
- Legal bases include: Luật Hải quan, Luật An ninh mạng 116/2025/QH15 and Luật Giao dịch điện tử 20/2023/QH15
What changes
1. VNeID becomes a way in (Điều 11 khoản 1). A trader (người khai) can still register an NSW account with a digital signature. Under the new decree they can also register and log in with the electronic identity account issued through the national VNeID app. The portal operator has one working day to check registration details. It then approves by email or asks for corrections, giving reasons. Appendix I lists the registration fields: company name, tax code, business registration number, the legal representative’s personal ID or passport number, and the digital certificate’s serial number, provider, validity dates and public key.
2. Written rules for locking and revoking accounts (Điều 11 khoản 3–5). Under the old regime this was mostly operational practice. The new decree sets it out in detail:
- A trader or ministry asks for a lock 3 days in advance in a digitally signed or paper request. If the requested time is too close, the lock takes effect within one working day.
- In an emergency affecting information security, cybersecurity or data security, a phone call or email is enough and the account is locked immediately. The operator has to confirm within 5 working hours.
- If the operator itself detects a security risk, it can lock the account at once and notify afterwards. It reactivates the account only after reviewing the cause and the level of risk.
- Accounts are revoked within 3 working days in four named cases: the holder asks; the company is dissolved, bankrupt or suspended; an official’s access is withdrawn; or the holder breaks the portal’s rules.
- Users must keep their credentials safe and report lost or leaked credentials promptly.
3. Digital signature housekeeping (Điều 12). Signatures must be backed by a certificate from a licensed Vietnamese certification service, or a foreign certificate licensed for use in Việt Nam. When a certificate is renewed or its key pair changes, the trader has to register again. Otherwise a routine certificate renewal can quietly break filings.
4. When paper and electronic copies count (Điều 14–15). An electronic document converted from paper is valid only if it reproduces the whole original and carries the trader’s registered digital signature. A printout of an electronic document must carry identifying marks (who signed it, when, and contact details) in the format published at vnsw.gov.vn, plus the trader’s signature and seal. Paper is still accepted where sector law requires it, or when the portal is down.
5. Uptime and outages (Điều 7, 17, 19). The portal is run by the Cục Hải quan (General Department of Customs) under the Ministry of Finance. It must operate 24/7 and give 24 hours’ notice of scheduled maintenance. During an outage, filings fall back to paper or to the ministry’s own system. Once the portal is restored, agencies must reconcile the data and upload it.
6. Data plumbing (Điều 4, 7, 10, 20). The Ministry of Finance must connect the NSW to the Nền tảng tích hợp, chia sẻ dữ liệu quốc gia (national data integration and sharing platform). Every ministry must do the same for its own processing system, including the parts devolved to provinces. The decree also introduces a số định danh hàng hóa, a customs-issued identification number for imported goods that ministries will receive and use. Điều 48 says the date on which this goods ID starts being shared will be set by the separate decree implementing the Customs Law.
7. Airline passenger data (Điều 23–24). Airlines or their agents must provide flight information, passenger lists, crew lists and passenger booking data (PNR) through the single window to the immigration authority under the Ministry of Public Security. This is why the 2011 advance-passenger decree is repealed. Agencies at the airport must confirm clearance of an arriving aircraft within one hour of receiving a complete file.
8. Cross-border documents (Điều 44–47). Electronic documents exchanged through the NSW under international agreements, including the ASEAN Single Window, have the same legal value as paper, provided the agreement recognises them and they meet the domestic requirements.
Who is affected
- Importers, exporters and customs brokers: anyone holding an NSW account.
- Airlines, shipping lines, rail and road carriers: the transport chapters cover declaration deadlines and data flows for aircraft, ships, trains, road vehicles and inland waterway craft.
- Ministries and provincial agencies that run specialised processing systems.
- Digital-signature providers and trade-software vendors whose products create, sign and submit NSW documents.
Practical implications
- Decide on the login method. Signing in with VNeID may be simpler for small traders and for legal representatives who already use the app. Companies with established digital-signature workflows can keep them.
- Check your certificates. If your digital certificate has been renewed or re-keyed since you registered, update the NSW record before 15 October. Filings signed with an unregistered key can be rejected.
- Plan for sudden account locks. The operator can now lock an account the moment it suspects a security risk. Keep a named contact and a documented recovery route, and make sure staff know that leaked credentials must be reported.
- Carriers should review their PNR feeds. Passenger booking data now goes through the NSW, under a decree that cites the Cybersecurity Law. Airlines should check their data-transfer set-up and privacy notices.
- Software vendors should re-check formats. The common datasets in Appendices III and IV and the Ministry of Finance’s data standards determine what systems must send and receive.
Open questions
- Rollout timing. The Minister of Finance publishes which procedures run through the single window and from when (Điều 10, Điều 49). Traders should watch vnsw.gov.vn announcements rather than assume every procedure switches over on 15 October.
- Ministry systems. Ministries whose systems cannot yet return results in the new format get up to one year of transition (Điều 49), so some procedures may behave inconsistently until late 2027.
- Goods ID. The customs goods identification number depends on a separate decree, and it is not yet clear how it will relate to the product traceability codes under Nghị định 372/2026/NĐ-CP.
- Specialised inspection. The 2019 decree’s title also covered kiểm tra chuyên ngành (specialised inspection of goods). The new title does not, so businesses should confirm which instrument now governs their inspection procedures.
