Until now, VNeID has been a domestic tool. It is how Vietnamese citizens log in to public services, show their citizen ID, and, once Nghị định 320/2026/NĐ-CP takes effect on 28 September, link their bank, telecom and e-commerce accounts. A decision signed this week sets out to take it across the border for the first time. Quyết định 1830/QĐ-TTg tells the Bộ Công an, the Bộ Ngoại giao and the Bộ Khoa học và Công nghệ to connect VNeID with Singpass (Singapore) and LAeID (Laos), and to test the link on real travellers at Hà Nội’s and Hồ Chí Minh City’s main airports before the end of 2026.
What the document is
- Number and type: Quyết định số 1830/QĐ-TTg, a decision of the Thủ tướng Chính phủ approving a Kế hoạch triển khai nhiệm vụ kết nối ứng dụng định danh quốc gia VNeID với hệ thống định danh điện tử của các nước ASEAN (a plan for connecting VNeID with ASEAN countries’ electronic identity systems).
- Signed: 22 September 2026, by Phó Thủ tướng Hồ Quốc Dũng on behalf of the Prime Minister, on the proposal of the Bộ trưởng Bộ Công an.
- Effective: on the day of signing (Điều 2).
- Legal bases cited: Luật Dữ liệu (30 November 2024), Luật Bảo vệ dữ liệu cá nhân (26 June 2025), Nghị định 165/2025/NĐ-CP detailing the Data Law, Resolution 57-NQ/TW on science, technology and digital transformation, and the Central Steering Committee’s 100-day action plan (Kế hoạch 05-KH/BCĐTW of 11 July 2026) on digital-transformation bottlenecks.
- Structure: a three-article decision, a plan in four parts (purpose and requirements, content, funding, implementation), and an appendix listing 16 tasks, each with a lead agency, partner agencies, a deadline and a named output.
This is a planning instrument, not a regulation. It creates no new rights or duties for citizens or businesses. It is still worth reading closely, because it names the partner systems, the pilot sites, the test regime and a hard calendar.
What changes
The plan has three workstreams.
1. Legal and procedural groundwork. The Bộ Ngoại giao must reach a cooperation document with the Singaporean and Lao authorities by 15 October 2026. That could be an agreement or a jointly agreed technical and procedural document, and it will be the legal basis for recognising, authenticating and exchanging identity data. By 30 October 2026 the Bộ Công an must draft two border procedures: one for foreigners entering Việt Nam with Singpass or LAeID, and one for Vietnamese citizens using VNeID in Singapore and Laos. By the same date it must also produce the data-sharing and integration documentation. The Bộ Khoa học và Công nghệ has until 15 October 2026 to issue technical standards and requirements for connecting to ASEAN identity apps “and other systems”.
2. Infrastructure and testing. The test environment has to be ready by 30 October 2026: channels, servers, technical accounts and monitoring tools. So do the changes to Việt Nam’s immigration system. The VNeID–Singpass/LAeID integration then has to pass functional, integration, performance, error-handling and failover/recovery tests by 15 November 2026. The same deadline covers an end-to-end test of the border workflow. Before the live pilot, the Bộ Công an and the Bộ Khoa học và Công nghệ must also assess infrastructure, information security, cybersecurity and personal-data protection, and issue a written confirmation that the pilot can go ahead. The required outputs are concrete: API integration reports, authentication and data-reconciliation results, and transaction logs.
3. Pilot and evaluation. The live pilot runs from 15 November to 15 December 2026 at Cảng hàng không quốc tế Nội Bài and Cảng hàng không quốc tế Tân Sơn Nhất, together with airport operators and airlines. The pilot must measure processing time, authentication success rate, error rate, the number of cases that fall back to manual handling, and feedback from users. An evaluation report is due by 25 December 2026, and a report to the Prime Minister proposing an official rollout is due by 31 December 2026. After that comes expansion “to other ASEAN countries” and other suitable border gates, with no dates attached.
Before this decision, VNeID had no cross-border dimension in law or in practice. The plan makes Singapore and Laos the first two partners, the airports the first touchpoints and 2026 the first test window.
Who it affects
- Travellers between Việt Nam and Singapore or Laos. The stated aim is fewer duplicate declarations, fewer documents to present and shorter checks at the gate. The plan says nothing about replacing passports.
- Airports and airlines at Nội Bài and Tân Sơn Nhất. They are named as coordination partners and will have to adapt their processes and staffing during the pilot.
- Vendors and integrators working on government identity, immigration or security testing. The plan’s technical programme is an open list of procurement-shaped work. Funding comes from the state budget “and other lawful sources” and must follow Luật Ngân sách nhà nước and Luật Đấu thầu.
- Businesses that build on VNeID. The Bộ Khoa học và Công nghệ standard is meant to cover connections to ASEAN identity apps “and other systems”. That wording could make it a reference point beyond border control.
Practical implications
For individuals, nothing changes until the pilot starts in mid-November, and even then it applies only at two airports and only for routes to or from the two partner countries. Nothing in the text makes participation mandatory. The plan repeatedly requires that border operations stay “thông suốt, liên tục” (uninterrupted), so the existing paper-and-passport flow has to keep working alongside the new one.
For businesses, the most useful signal is the calendar. A national technical standard for cross-border e-ID connections is due within three weeks. Anyone designing identity verification, KYC or travel products around VNeID should watch for it. It will likely set the interface expectations for authentication and data reconciliation.
The plan is also explicit about limits. Data may be exchanged only within the scope, purpose and methods agreed by the competent authorities, and only in line with Vietnamese law, the partner country’s law and applicable treaties. It must also protect chủ quyền dữ liệu (data sovereignty) and personal data. Those are the conditions that Luật Bảo vệ dữ liệu cá nhân attaches to cross-border transfers, and the plan names that law as a legal basis.
Open questions
- Which data fields cross the border? The plan talks about “khai thác, xác thực, đối soát” (use, authentication and reconciliation) of identity data, but it does not say which attributes are shared, stored or logged. The bilateral documents due on 15 October should answer that.
- Consent and opt-in. The text does not say whether travellers opt in, how consent is captured in VNeID, or what the fallback is if a traveller declines.
- Legal form of the Singapore and Laos arrangements. The Bộ Công an’s appendix task is to propose the “loại văn kiện” (type of instrument) to be signed. Whether this becomes a treaty-level agreement or a technical memorandum is still open.
- A tight timetable. Standards, bilateral paperwork, integration and security sign-off are all compressed into about seven weeks. The plan already hedges on dates: its main text gives 30 October for the whole first workstream, while the appendix sets 15 October for the diplomatic document and the technical standard.
